A survey funded by the ICT Capacity Building at University of South Pacific project on knowledge, awareness and usage of FOSS in Pacific Island countries found several issues such as lack of awareness and lack of support structure preventing the adoption of FOSS in the region. It introduces why FOSS is important for the region and recommendations on how these issues can be overcome.

The report is on a survey conducted by the researchers between January 10th , 2005 and April 29th , 2005. The survey's purpose is to determine the obstacles to maximizing the benefit of free and open source software (FOSS) for the Pacific island countries. A total of 467 structured interviews on knowledge, awareness, and usage of FOSS were conducted in the region.

Among the problems was the general lack of awareness of FOSS applications, FOSS principles, and FOSS licensing. Also cited was the lack of training facilities and migration problems. To overcome this it was suggested workshops be held for businesses, increased usage of FOSS in education as well as regional government ICT policy that consider the advantages of FOSS.
