Danish Government defines 'open standards'

The Danish National IT and Telecom Agency has come up with an evaluation of the relative openness of standards.

The adoption of open standards is widely perceived as a key requirement for e-government interoperability, but the precise meaning of openness often remains unclear.

Because many standards are neither completely open nor completely proprietary but are situated somewhere between the two, the definition of the Danish National IT and Telecom Agency does not attempt to specify a globally valid minimum level of openness to decide whether a standard is open or not. Instead, it provides the necessary evaluation parameters to describe a standard’s relative openness.
