IOSN Releases Primer on Free/Open Source Software and Government

IOSN has produced a primer on Free/Open Source Software and Government and a pre-publication copy of the primer is now available for download for review and feedback.

This primer is meant to serve as a resource for nations in the process of formulating their FOSS policies. This particular primer surveys the motivations of other countries in implementing FOSS, summarizes the steps involved in formulating a policy, lists some possible strategies to use in implementing the policy and finally touches on cross-sectoral issues unique to FOSS policies. Its target audience are the policy-makers who set national policies and their advisers.

On page 7, you say "In reality, all FOSS applications are acknowledged property of and copyrighted by their respective authors." Yes this is not the case. Sourceforge lists 1491 projects that are in the Public Domain, which mean that their authors do _not_ hold a copyright on them. Some of these projects are quite popular, such as Bittorrent.
