Taiwanese parliament votes against Microsoft

Taiwan's parliament has voted to end its dependence on Microsoft software, demanding that the government reduce purchases from the software giant by 25 percent this year.

Very interesting! Deserves support.
As reported in http://www.kuro5hin.org/story/2002/6/3/55433/41738 about 2003, there already was a national plan to reduce the dominance of microsoft in favour of Open Source. How do these two news items relate?
