The intention of this document is to provide a guide for government agencies in the adoption of and migration to open source software withing their ICT framework. It addresses issues concerning the use of OSS and proprietary software, integration of OSS with legacy systems, the exchange of information and data between heterogeneous systems, and compliance to published open standards.

This is a draft of the updated and revised version for public comment.
